Alfonso Papa is a senior advisor based in Fabiani & Company's Rome office. He brings with him numerous important political, government and institutional relationships from a 20-plus year career that includes being a judge, law professor and a member of Italy's Parliament.
Before joining Fabiani & Company, Mr. Papa served as a member of the Italian Parliament in the Chamber of Deputies from 2008 until 2013. He sat on several parliamentary committees including Justice, Simplification of the Public Administration, and Organized Crime, where he proposed several important bills to improve Italy's penal code system.
Previously, he was head of the Italian delegation for both the UN Convention against corruption signed at Merida, Mexico, and the Working Group on Bribery at the Organization for Security and Cooperation in Europe (OSCE). Mr. Papa also served as an Italian representative to the Multi-Disciplinary Group of the European Commission in Brussels, the Central European Initiative (CEI) in Trieste, the High Commissioner of the Balkan Stability Pact in Sarajevo, and the Data Joint Supervisory Group of EuroJust in The Hague.
Prior to his work with Italian international delegations, Mr. Papa was an Italian judge handling cases related to drugs, terrorism, organized crime and public administration. He was appointed Deputy Chief of Cabinet for Minister of Justice Roberto Castelli and subsequently named General Director of Civil Justice under Minister of Justice Clemente Mastella. Mr. Papa was an active member of the Italian National Association of Judges, serving as Vice Secretary General from 1999 to 2001.
Mr. Papa graduated cum laude in Law from the University of Federico II of Napoli in 1990 after completing his thesis on trade law. He is fluent in English and Italian.
